CMB Group 82 announced earlier this week that it had received an official receipt notice from USCIS, which will allow investors to file their I-526E petition. With new legislation requiring that the project petition receives its receipt notice by USCIS prior to individual petitions being accepted, this is a big step for investors looking to fund and file immediately. The target project of Group 82 is a build-to-suit logistics facility that has been pre-leased to a major Fortune 500 company for seven years. The project is located in Hazleton, Pennsylvania and significant job creation has already taken place, meeting the job creation requirement for all investors in the partnership.
CMB Group 83 will provide financing for various phases of development and construction of a residential condominium and mixed-use project in the San Francisco bay area. CMB has filed the project petition (I-956F), and is currently awaiting receipt notice from USCIS. Now is a great time to consider Group 83, as it will fill quickly once issued a receipt notice.

CMB is excited to announce that today CMB Group 82 has received its I-956F receipt notice. This is the SECOND I-956F receipt notice we have received, after receiving the CMB Group 78 notice last week.
The USCIS requires a project to receive an I-956F receipt which includes the receipt number and New Commercial Enterprise ID which are required fields in the I-526E Form that are filed by immigrant investors under the newly reauthorized EB-5 regional center program. These I-956F receipt notices appear to be two of the very first I-956F receipt notices issued industry-wide.
Investors that are able to take advantage of filing their I-526E early may be presented with unique benefits under the EB-5 Reform and Integrity Act of 2022 (RIA) due to changes allowing concurrent filing and visa set-asides.
Both CMB Group 78 and CMB Group 82 are located in a TEA (Targeted Employment Area), thereby qualifying those that subscribe eligible for a set-aside visas under the new regional center program. The RIA allows concurrent filing of I-526E and I-485, essentially making a conditional EB-5 visa immediately available for those whose who are already in the USA on another visa and whose country is current (not backlogged) on the visa bulletin. Since every investor’s situation is unique, we strongly recommend that that you discuss this issue with your immigration attorney.

CMB Regional Centershas received the Group 78 I-956F receipt notice (which includes the Group 78 receipt number and the New Commercial Enterprise ID) from the USCIS (United States Citizenship and Immigration Services) as of today, August 11, 2022. This is the USCIS requirement to begin immediately accepting I-526E petitions filed by immigrant investors under the newly reauthorized EB-5 regional center program.
CMB believes we are the first regional center and project to receive an I-956F receipt notice, since we were one of the first, if not the first to file an I-956F with the USCIS. Since then, we have also filed our Group 82 project I-956F petition, which we hope to receive the I-956F receipt notice for Group 82 in the coming weeks.
This is great news for the every prospective investor family looking to move forward with a CMB EB-5 investment opportunity. Yesterday, July 12, the USCIS (United States Citizenship and Immigration Services) released the new I-526E Immigrant Petition by Regional Center Investor form. This form will replace the standard I-526 form for regional center associated investors and will allow investors to begin filing petitions soon.
One of the most notable changes in the new I-526E form, as compared to the legacy I-526, is that it will incorporate the evidence submitted within a regional center’s filed I-956F petition. The USCIS has indicated that I-526E petitions must include an I-956F receipt number and NCE ID number upon submission. This should allow USCIS to associate new I-526E petitions to a previously filed I-956F petition.
The I-956F petition, under requirements established by the EB-5 Reform and Integrity Act of 2022, must be filed by regional centers for each of their EB-5 investment offerings. This new petition is similar to older I-924 ‘Exemplar’ petitions. It contains information related to the new commercial enterprise an EB-5 investment offering will target, as well as job creation projections, a TEA analysis (if applicable), etc.
This should be beneficial for EB-5 investors and immigration attorneys alike by creating a more streamlined and less cumbersome process for individual investor filings.
CMB has already filed I-956F petitions for two new investment opportunities and is currently accepting new investors. We are awaiting receipt notices from the USCIS on both. Once received, new CMB EB-5 investors will be able to immediately file their individual I-526E petitions.
